If you have set up your Wordpress site at Wordpress.com you will need the Business plan. They won't allow you to install a theme with any other plan, only the Business plan.
This plan is costly, which is why I always recommend using Bluehost instead.

The page layouts are quite structured. You can update the text, images, colors, and graphics within each section to match your brand.
Sections can be duplicated, removed, or edited. However, the page layouts are designed with a structured format and are not drag and drop.
Most customers simply replace the demo content with their own text and images to launch their website quickly. If you have experience building pages with Kadence blocks, you can also rearrange sections or create additional layouts.
